Richard Owen On Theropod Footprints, Question

So I have heard somewhere that Richard Owen at one point claimed what we now call theropod legs and feet, were not dinosaurs but really big birds. Anyone have some information on it?

That seems fairly odd, since Owen was the one to come up with the name “dinosaur”, and some of the first known dinosaurs were theropods. Where did you hear that?
