Testosterone is the product of a metaboic process, a series of chemical reactions mediated by enzymes. Express particular enzymes in the right place in the presence of the proper substrates, you get testosterone. Enzymes are the critical factor there, and of course they’re proteins encoded in DNA. Just as bodily organs don’t evolve directly, but due to mutations in the genome that affect development, so testosterone didn’t evolve directly, but due to mutations in the genome that affect metabolic processes.

I don’t think mutations can generate the functional information to evolve these metabolic processes unless your claim includes directed mutations.
