Then they are less than competent at the time.

That is being brought into question, I understand, and even if it were true, it could be analogous to the machinings scrap in the manufacture of a precision instrument.

So not.

I always considered that to be a subjective opinion, not something that can be measured.

That does not mean it does not exist, or even that it isn’t prevalent.
