Nevertheless, Noble denies randomness when it comes to LOCATION of mutations:

It’s pretty much basic chemical thermodynamics that ensures DNA replication and repair are prone to error. No site is really immune.

Edit: I hope the description of Noble’s view is a bit overstated.
