A little more pragmatic than I usually go for but if his work can somehow help humanity as a whole, I think it should be published. But they should also publish condemnation for the way he did things.
In my view (and before reading the linked article) . . .
If they determine that proper consent was given then the data should be published. This data could lead to safer techniques in the future, and so there is an obvious benefit.
