I consider ‘random’ to be when the outcome cause-and-effect event cannot be predicted. In our physical existence, all cause-and-effect events can be predicted within a range of possible outcomes limited by natural laws. The outcomes of the chain of cause and effect events follow a fractal pattern described by Chaos Theory. I describe this as Natural Determinism at the macro scale of nature,

The timing of individual events in nature, such as the radioactive decay of an element, may be considered random, but the pattern of the events over time can be predicted.

At the Quantum scale, I consider the timing of individual events not to be predictable, but the patterns of cause and effect events are predictable over time using probability,

The what you describe sounds like a Markov Chain which is non-fractal (?), or possibly a non-linear time series which definitely can be fractal.
