Probably the serum slows aging, but doesn’t completely prevent it. Even if we say that being frozen preserved him perfectly and so those years don’t count as aging, he is over 110 years old in that scene. (Born in 1918, 26-27 when he freezes in 1945, wakes up in 2011, ages to 38-39 by 2023, goes back to 1945 and ages to 116-117 by 2023 again.)

Yeah, @John_Harshman is right. The serum in the movies probably doesn’t work the same way it does in comics. That is, it probably only strengthened his physical and mental capabilities.
Fury is still WWII veteran. Well, the original, white guy is. He uses the infinity serum to slow down his aging.
