If God is offended by what people say, they’re accountable to God, government isn’t in the place of God to deal out divine retribution.
In the old testament, pagan religion was mocked by making latrines of pagan altars.

Because nothing says “freedom of speech” quite like cracking down on religions you disagree with and desecrating their shrines, right?
