Iā€™m guessing the federal government has nothing to do with this appointment.

That seems like a very good choice. Dr. Shubin has done excellent research, and has done an outstanding job popularizing evolution to the general public. I very highly recommend his book Your Inner Fish and the PBS series by the same name.
